This book examines Türkiye’s intelligence diplomacy as an increasingly central instrument of foreign policy in a transforming international system. Moving beyond traditional diplomacy, it conceptualizes intelligence diplomacy as a multidimensional practice encompassing crisis management, mediation, trust-building, and strategic communication. Through this lens, the study analyzes how intelligence institutions have evolved from auxiliary actors into direct contributors to foreign policy decision-making.

Focusing on five strategic maritime basins—the Black Sea, the Mediterranean, the Caspian Sea, the Red Sea, and the Persian Gulf—the book demonstrates how Turkey has leveraged intelligence diplomacy to enhance its regional influence, manage complex security environments, and pursue strategic autonomy. By combining theoretical analysis with regional case studies, this work offers an original contribution to the literature on intelligence studies, diplomacy, and middle-power strategies in a multipolar world.
